Known as the creator of all, God is notorious for being the one who judges all souls as worthy of either Heaven or Hell. It's not yet known why he seems to be harvesting souls from other worlds, but he will ask that all trust in his ultimate plan. There is always a reason behind all things.
While he prefers to play the silent observer in the grand scheme of things, God does speak regularly with his former favored son, Lucifer. Their relationship is strained at the best of times, but they both do seem to try to communicate at least .
The proof is in the way that during Lucifer's eternal damnation, God agreed to give him a chance to eventually leave. Redeem the irredeemable and be set free!
While God lacks faith that this can be done in all cases, this is how the idea of Penance came to be. Because of wager, God seems to be the one to set the ground rules and decides upon strict punishments to fit his standards. He also isn't the least bit shy about stepping in if he feels something has gone too far.
No one knows how many rounds of this game they've played or if it's failed every time. God doesn't seem to be one to give answers, though everyone is free to pray to him! Maybe one day, he'll surprise everyone.
Personality-wise, not much is known about what sort of god Penance is dealing with, other than the demons' opinion that he's arrogant and cruel. Lucifer has noted his father's kindness and mercy have both been depleted over the years, leaving behind only anger and vengeance.

The famed rebel son of God himself. Once held up as God's most beautiful angel and favored child, Lucifer grew jealous of his father's love of humans. Not only did he feel replaced, but he felt his father loved humans to Heaven's detriment. Thinking he could rule better and desiring his own shot at free will, Lucifer rebelled against God along with siblings. He was subsequently cast down to Hell for an eternity.
That was then. Lucifer has grown up a fair bit since his days spent consumed by bitterness and anger. He's no longer consumed with the desire to do harm to others, finding little joy in the art of torture anymore. He finds little joy in most things lately, if he's honest.
While he still has issues with God, Lucifer does seem to have a soft spot for those damned souls in his care and a desire to change things. He's a reformed devil who only wants to better himself. That's not so hard to believe, is it? Freedom for all is his end goal.

This doesn't mean that Lucifer is above all of his flaws all of a sudden, mind you. He's prideful, arrogant, cruel, and rash. He's suspicious by nature and finds trust a hard thing to accomplish.
While he's done some well-meaning things, he still seems to fall short of understanding mortals and their actual needs. This has become apparent with some of the strange creature comforts he's installed in Hell or the betrayal he's done by expecting his guests to perform obediently in a zoo for other demons. There are many more examples, but Lucifer does always come back with the intention of at least attempting to improve.
No one should forget that Lucifer still has a rather frightful temper, however affectionate he may be. Once unleashed, he can turn vindictive or violent towards those who have managed to rouse his anger. Add this to his lack of understanding when it comes to playing along with God's plan, and you can have quite a volatile situation at times.
But maybe he can still learn to be a better angel before it's all too late.

Among these troubled children was Asmodeus. Asmodeus was once his favored child, his top torturer as well as an expert in Hell magic. Seemingly, a rift begun between them that could never be solved. While he seems to regret this, there are markings of war all throughout Hell and the demons often speak about the Dark Days.
While Asmodeus remains bound in the deeps of Hell, Lucifer knows many of The Veiled Order he created remains quite loyal to him. He even seems to know he should kill them, but that fatherly instinct makes it difficult for him to land the finishing blow in any significant way.
Other than his troubled relationships, Lucifer seems rather fond of his hell beasts. It's rumored he has a prized hell hound that watches over him as he rests that he spoils rotten. He also keeps a plethora of animals close by the hotel.
For those looking to win him over, he's rather fond of white chocolate and flattery of any kind...

The whore, the witch, the first wife of Adam.
Lilith is known by many things, very few of them pleasant or redeeming. Known for her disobedience and infidelity while with Adam, Lilith has not always had an easy life. An outcast that others would spit upon in public but climb eagerly into bed with in private, Lilith has learned to put up many defenses that don't seem to come down easily.
In contrast to her reputation on earth, she seems to be favored in Hell. With many demonic fans, Lilith seems to have sway with convincing others to go along with what she wants... which is good! She's not known for being very happy about not getting her way.
It's rumored that when she was still alive, she delved deep into dark magic and unlocking secrets no mortal should know. She still seems to be practicing and learning her ever evolving craft in Hell as well. It's for this reason that she's trusted with the hefty burden of bringing souls to Hell and ensuring their safety. Her spells are capable of miracles, if the demons are to be believed.
The rumor about her damnation is long and questionable. It's said that she gave birth as a mortal and, unfortunately, lost her children. Having never loved anyone besides herself, Lilith was surprised that it would hurt her so much. In her desperation, she begged God to give them back, but after her prayers went unanswered, she summoned the demon Asmodeus.
From there, she made the deal of giving her soul to the demon who desired her as his bride if he would bring her children back to her.
Unfortunately, as most deals with demons go, there was an unexpected outcome. The children were damned to Hell along with their mother, twisted and tormented into the first known succubi and incubi respectively. From there, Lilith became known as The Mother of All Succubi and Incubi. It's a title she still seems to wear with pride.
She made a deal with Lucifer to keep her children, all of them, safe and fed within the confines of Club Penance in exchange for working for him. This is what landed her in the receiving end of the hotel.
It seems her second marriage to Asmodeus failed because of this decision. She chose to align herself with Lucifer rather than stay loyal to Hell's top torturer. This has marked her as an enemy of The Veiled Order and they seem to be eager to come for her. Unfortunately, Lilith seems weak to their magic.
Unlike Lucifer and other demons of Hell, Lilith seems to lack many of the perks of demonhood. She isn't any stronger than a human woman of her size ought to be, she isn't invincible to injury and there are no physical mutations of note. She does seem to have a certain sway of convincing others to her way of thinking, or influencing those around her in the way that succubi seem natural at. Sometimes her movements seem a little too fluid when she moves or dances, creating a certain draw to watch her. She'll insist she's just naturally captivating, however. Nothing else to see!
Unlike Lucifer, Lilith seems to have an understanding of what humans need and strives to provide it.
Emmanuel inbox
Known by many names - Yeshua, Jesus - in the afterlife, he goes by his angelic name, Emmanuel. The family relations seem complicated, since he is called the one true son of God, but he calls all angels, humans, and apparently some of the demons, brother and sister, especially Lucifer and Lilith.
Unaware of the deal between his brother and father, Emmanuel visited Hell out of curiosity, after he found out, wanting to see how the sinners were being tended to. He was appalled, as his original agreement with God was that all humans would be given the chance for forgiveness. He didn’t feel Penance met this expectation.
For siding with the sinners, and helping to free Lucifer from Hellburbia, then helping to undo the spell and brainwashing the sinners captive in Hellburbia were under, Emmanuel was returned to Heaven to be punished by God. He hasn’t been seen or heard from since then. He is supposed to be in Heaven, but his current location is officially unknown.
The Twins
The children were supposed to be dead.
It's well known that Lilith suffered greatly to revive her children, but all that was a very long time ago. The twins, Micaiah and Keturah, were the original incubus and succubus. Very little is known about them other than that, and it seems that was by design. They complained to sinners about being hidden away and forbidden from meeting guests until they took matters into their own hands and arranged their own introduction. They're rather single-minded, and don't seem to understand how a problem could possibly exist that can't be solved with sex.
The two of them like sex, beautiful things, and each other. They don't have much patience for ugliness and are quick to change the appearance of everyone they meet to become more conventionally attractive. They seem to have had a part in the glamours surrounding the beautiful succubi and incubi that use the club as their lair.
They currently reside on Lucifer's island without access to the network.
Death

Azrael, the Angel of Death, worked in Hell for a time as the keeper of the lists. He took responsibility for for sending souls to wherever they were determined to go and adding or removing sins as needed, a load removed from Lilith's overburdened schedule.
While he claimed to be a neutral entity, tired of the politics of Heaven and Hell, he was still an angel bound to the will of God. In the end, he was used to report back to God about the activities within Penance during a period when God's all-seeing eye was blocked out. He has not been seen since he last carried word of Lucifer's misdeeds to the Lord above.
In the early days, Azrael more resembled the Grim Reaper of legend, but has assumed a more modern form to relate to the souls he’s responsible for. He still carries a scythe, simple and elegant, but effective. The sunglasses he wears hide his glowing eyes.
While he resided at the hotel, he bonded with sinners over his fondness for puns, dad jokes, and internet memes. The mortals get some things right, and he was (perhaps ironically) quite protective of them. If he returns again, his fondness for humanity might again prove at odds with his angelic duty.
Barbas

Keeper of ancient wisdom, curer (and giver) of disease, and responsible for seven legions of Hell, Barbas is no one to thumb your nose at. He's a dedicated, capable sort of demon, with no fondness for chaos like his fellow brethren.
Curiously enough, what he craves is control and order, and has very little time for vices such as sex, drugs, or any number of other things that draw in Lucifer, Mammon, and other rulers. He does seem to have a love of violence however, particularly used as punishment. A sadism streak leads him to rule with a strong arm to mold his demons into what he sees fit.
Barbas isn't particularly liked or favored by other demons. Lucifer, in particular, seems to think of him as nothing more than a joyless rat. Mammon may be more fond of him, but then... Mammon is fond of most.
More is still being uncovered about this demon who would make a deal with God himself to take over Lucifer's section of Hell.
Mammon

Not much is known about Mammon beyond the fact that he used to lead Lucifer's army and now has carved out a rather nice patch of Hell all of his own. Inclined towards greed and indulgence, Mammon likes the fine things in life. His lands are full of things that reflect this from his impressive and large castle, to the way his servants are adorned in gold and the finest silks.
While he may cause some to be unsettled, Mammon is a rather gracious host and man. He likes to joke and laugh, he likes to talk about old battles won, and doesn't seem to overly enjoy torture like much of Hell. He's a battle-hardened soldier, not a sadist.
He seems most at home in his garden that's the envy of all who sees it. He welcomes all to come visit it and try some of his rather delicious apples.
There are rumors his greed may take him to some extreme lengths, but these are all mere rumors. That's all.
The amount of power Mammon possesses is anyone's guess. It's thought to be on a similar level as Lucifer's considering he governs his own portion of Hell.
Dreq inbox
In his most demonic form, he’s a dragon. He does, however, have a human form to interact with the sinners.
He spends most of his time in Mammon’s land speaking out against the experiments Mammon runs on animals, mostly dragons. Dreq is partial to dragons, lizards and snakes, and prefers them to humans; however, if a human is chosen by one of these, or a human shows them kindness, he’s willing to give them a chance. At one point, he did follow Mammon to Penance, and handed out some of his small dragons (not from the pet store, but specifically freed from an experiment laboratory) and handed them out to sinners that spoke with him, or sinners the dragons chose for themselves.
The Veiled Order

Founded by Asmodeus, The Veiled Order believe themselves to be the true heirs of Hell itself. Zealots, they strive to defeat Lucifer and return their home to its former glory. While they insist they were the original inhabitants of Hell, it's unclear whether or not this is true. They are, however, formidable in Hell magic.
Physically, many of the original members of the Order are deformed beneath their veils. Almost burnt beyond recognition but somehow still managing to find the will to go on. It's amazing what drive vengeance can give you, isn't it?
Their true intention seems to be bringing Asmodeus back from where he's imprisoned in the lower levels of Hell and crown him the king. Lucifer has, so far, been successful at thwarting these attempts. Hopefully he can continue to do so!
The Veiled Order has exhibited callousness and cruelty many times. They captured a number of sinners and bled them for days straight to manipulate their blood bond to Lucifer and gain control over him, as well as mangled hell beasts into chimera guardians. Lately, however, they seem to be more than willing to work with the sinners and attempt to sway them to the 'right side' of things. They've even gone so far as to recruit them into their circle.
Not much can be uncovered about the Veiled Order and new things develop all the time. However, curious sinners can read about the Great War in the library to get a hint of the battle that came to past as Lucifer changed Hell to his liking. It left the land scorched and in disarray for a very long time. From all records, the Penance Community is the first attempt to rebuild properly, although there are other higher classed demons living within their own kingdoms in Hell. These places are blocked off and only reachable through Lucifer at the moment. It's unknown whether The Veiled Order has reached these lands or not.
Talvok
One of the perpetually bored demons who mans the front desk, Talvok has been one of the longest employed at Hotel Penance. He's seen pretty much everything that has come and gone, but he's not apt to talk. Known for being stuffy and high on himself, he can be short and snappish with some guests. He does seem to take his job rather seriously, however, and never misses a day of work. He is quick to get on solving issues and dangers, or putting guests to work.
It's said he may have incubus-like mutations, but he strongly denies this. He has no desire to spend his time at the club and would rather just do his job, thank you very much.
Even if it is dreadfully boring sitting at a desk all day...
Willis
Willis is a rather rickety old demon who is on standby to patch up those injured around the hotel. He seems a bit old fashioned. Don't get him started on how leeches actually work, orgasms cure hysteria, laudanum is good for coughs, and blood letting has its uses or you might be there all night. He doesn't like all this newfangled medicine at all and magic healing lands you where they are right now, burning in hell.
Otherwise, he seems like a perfect gentleman to the ladies and a pleasure to chat with when it comes to gentlemen. Healing-wise, he seems to be pretty decent at patching up people with bandages and doing stitches.
Plus, he's got a bit of cocaine and whiskey in supply for those who need it...
The Witch
According to Mammon, the witch that lives in the forest of his lands once served demon pie in one of the taverns, leading to her being outcast. The nasty old hag, the demons complain, claimed to eat children as a human to maintain her youth.
She can appear as different things to different people, whatever will most give the individual a sense of warmth.
Other NPCs
Hell has many types of demons residing in it, particularly in the Penance Community.
While the ones outside the gate tend to be even more monstrous and feral, the demons within the community range from humanoid to animalistic in appearance.
Ranging from goat-like to human with varying demonic features, the majority of demons in Hell seem to just be going about their daily lives. It's true they like indulge in their sinful natures, and the majority of them seem to enjoy torture a bit too much, but it isn't always a constant. There are a number who still seem to hang on to their humanity despite it all and rebel against their natural urges at times.
These types are typically thought of to include the younger demons. Namely, the band of hooligans that can be seen playing at Club Penance. While, some of them still have their mouths sewn shut from past disobedience, this band seems to be some of Lilith's biggest fans. They continue insisting she knows the way out of Hell, even now.
There are also hotel goblins, who seem to be the friendliest and most eager to please. They're frequently seen taking care of maintenance on the hotel, as well as cleaning and food. They are not outwardly aggressive unless some perceived slight has happened. Most don't seem to be overly smart either. However, it must be said that the hotel goblins are not to be confused with the library goblins, who are far more intelligent and spiteful. They take their roles very seriously and won't hesitate to put a stop to any shenanigans. Hell also has a number of succubi and incubi. While they are absolutely gorgeous in their outward appearance, able to adapt to the taste of any individual they come across, inwardly they are known to be hideous hags. As long as you never see beyond their carefully crafted illusions, all should be well!
Not only do those demons feed on sexual energy, they naturally give pheromones that can range from aphrodisiacs to inducing feel good sensations. They are not typically malicious unless crossed. It should also be noted that these demons range from humanoid to anything else their partners may find attractive. They have also been known to take the form of a loved one, if need be.
On Lucifer's island, his home has some of the most human-like demons and the genuinely breathtaking incubi and succubi around. It's said to be a real treat to be able to visit! It's just not an invitation he extends to everyone

Death

Azrael, the Angel of Death, worked in Hell for a time as the keeper of the lists. He took responsibility for for sending souls to wherever they were determined to go and adding or removing sins as needed, a load removed from Lilith's overburdened schedule.
While he claimed to be a neutral entity, tired of the politics of Heaven and Hell, he was still an angel bound to the will of God. In the end, he was used to report back to God about the activities within Penance during a period when God's all-seeing eye was blocked out. He has not been seen since he last carried word of Lucifer's misdeeds to the Lord above.
In the early days, Azrael more resembled the Grim Reaper of legend, but has assumed a more modern form to relate to the souls he’s responsible for. He still carries a scythe, simple and elegant, but effective. The sunglasses he wears hide his glowing eyes.
While he resided at the hotel, he bonded with sinners over his fondness for puns, dad jokes, and internet memes. The mortals get some things right, and he was (perhaps ironically) quite protective of them. If he returns again, his fondness for humanity might again prove at odds with his angelic duty.
Barbas

Keeper of ancient wisdom, curer (and giver) of disease, and responsible for seven legions of Hell, Barbas is no one to thumb your nose at. He's a dedicated, capable sort of demon, with no fondness for chaos like his fellow brethren.
Curiously enough, what he craves is control and order, and has very little time for vices such as sex, drugs, or any number of other things that draw in Lucifer, Mammon, and other rulers. He does seem to have a love of violence however, particularly used as punishment. A sadism streak leads him to rule with a strong arm to mold his demons into what he sees fit.
Barbas isn't particularly liked or favored by other demons. Lucifer, in particular, seems to think of him as nothing more than a joyless rat. Mammon may be more fond of him, but then... Mammon is fond of most.
More is still being uncovered about this demon who would make a deal with God himself to take over Lucifer's section of Hell.
Mammon

Not much is known about Mammon beyond the fact that he used to lead Lucifer's army and now has carved out a rather nice patch of Hell all of his own. Inclined towards greed and indulgence, Mammon likes the fine things in life. His lands are full of things that reflect this from his impressive and large castle, to the way his servants are adorned in gold and the finest silks.
While he may cause some to be unsettled, Mammon is a rather gracious host and man. He likes to joke and laugh, he likes to talk about old battles won, and doesn't seem to overly enjoy torture like much of Hell. He's a battle-hardened soldier, not a sadist.
He seems most at home in his garden that's the envy of all who sees it. He welcomes all to come visit it and try some of his rather delicious apples.
There are rumors his greed may take him to some extreme lengths, but these are all mere rumors. That's all.
The amount of power Mammon possesses is anyone's guess. It's thought to be on a similar level as Lucifer's considering he governs his own portion of Hell.
Dreq inbox
In his most demonic form, he’s a dragon. He does, however, have a human form to interact with the sinners.
He spends most of his time in Mammon’s land speaking out against the experiments Mammon runs on animals, mostly dragons. Dreq is partial to dragons, lizards and snakes, and prefers them to humans; however, if a human is chosen by one of these, or a human shows them kindness, he’s willing to give them a chance. At one point, he did follow Mammon to Penance, and handed out some of his small dragons (not from the pet store, but specifically freed from an experiment laboratory) and handed them out to sinners that spoke with him, or sinners the dragons chose for themselves.
The Veiled Order

Founded by Asmodeus, The Veiled Order believe themselves to be the true heirs of Hell itself. Zealots, they strive to defeat Lucifer and return their home to its former glory. While they insist they were the original inhabitants of Hell, it's unclear whether or not this is true. They are, however, formidable in Hell magic.
Physically, many of the original members of the Order are deformed beneath their veils. Almost burnt beyond recognition but somehow still managing to find the will to go on. It's amazing what drive vengeance can give you, isn't it?
Their true intention seems to be bringing Asmodeus back from where he's imprisoned in the lower levels of Hell and crown him the king. Lucifer has, so far, been successful at thwarting these attempts. Hopefully he can continue to do so!
The Veiled Order has exhibited callousness and cruelty many times. They captured a number of sinners and bled them for days straight to manipulate their blood bond to Lucifer and gain control over him, as well as mangled hell beasts into chimera guardians. Lately, however, they seem to be more than willing to work with the sinners and attempt to sway them to the 'right side' of things. They've even gone so far as to recruit them into their circle.
Not much can be uncovered about the Veiled Order and new things develop all the time. However, curious sinners can read about the Great War in the library to get a hint of the battle that came to past as Lucifer changed Hell to his liking. It left the land scorched and in disarray for a very long time. From all records, the Penance Community is the first attempt to rebuild properly, although there are other higher classed demons living within their own kingdoms in Hell. These places are blocked off and only reachable through Lucifer at the moment. It's unknown whether The Veiled Order has reached these lands or not.
Talvok
One of the perpetually bored demons who mans the front desk, Talvok has been one of the longest employed at Hotel Penance. He's seen pretty much everything that has come and gone, but he's not apt to talk. Known for being stuffy and high on himself, he can be short and snappish with some guests. He does seem to take his job rather seriously, however, and never misses a day of work. He is quick to get on solving issues and dangers, or putting guests to work.
It's said he may have incubus-like mutations, but he strongly denies this. He has no desire to spend his time at the club and would rather just do his job, thank you very much.
Even if it is dreadfully boring sitting at a desk all day...
Willis
Willis is a rather rickety old demon who is on standby to patch up those injured around the hotel. He seems a bit old fashioned. Don't get him started on how leeches actually work, orgasms cure hysteria, laudanum is good for coughs, and blood letting has its uses or you might be there all night. He doesn't like all this newfangled medicine at all and magic healing lands you where they are right now, burning in hell.
Otherwise, he seems like a perfect gentleman to the ladies and a pleasure to chat with when it comes to gentlemen. Healing-wise, he seems to be pretty decent at patching up people with bandages and doing stitches.
Plus, he's got a bit of cocaine and whiskey in supply for those who need it...
The Witch
According to Mammon, the witch that lives in the forest of his lands once served demon pie in one of the taverns, leading to her being outcast. The nasty old hag, the demons complain, claimed to eat children as a human to maintain her youth.
She can appear as different things to different people, whatever will most give the individual a sense of warmth.
Other NPCs
Hell has many types of demons residing in it, particularly in the Penance Community.
While the ones outside the gate tend to be even more monstrous and feral, the demons within the community range from humanoid to animalistic in appearance.
Ranging from goat-like to human with varying demonic features, the majority of demons in Hell seem to just be going about their daily lives. It's true they like indulge in their sinful natures, and the majority of them seem to enjoy torture a bit too much, but it isn't always a constant. There are a number who still seem to hang on to their humanity despite it all and rebel against their natural urges at times.
These types are typically thought of to include the younger demons. Namely, the band of hooligans that can be seen playing at Club Penance. While, some of them still have their mouths sewn shut from past disobedience, this band seems to be some of Lilith's biggest fans. They continue insisting she knows the way out of Hell, even now.
There are also hotel goblins, who seem to be the friendliest and most eager to please. They're frequently seen taking care of maintenance on the hotel, as well as cleaning and food. They are not outwardly aggressive unless some perceived slight has happened. Most don't seem to be overly smart either. However, it must be said that the hotel goblins are not to be confused with the library goblins, who are far more intelligent and spiteful. They take their roles very seriously and won't hesitate to put a stop to any shenanigans. Hell also has a number of succubi and incubi. While they are absolutely gorgeous in their outward appearance, able to adapt to the taste of any individual they come across, inwardly they are known to be hideous hags. As long as you never see beyond their carefully crafted illusions, all should be well!
Not only do those demons feed on sexual energy, they naturally give pheromones that can range from aphrodisiacs to inducing feel good sensations. They are not typically malicious unless crossed. It should also be noted that these demons range from humanoid to anything else their partners may find attractive. They have also been known to take the form of a loved one, if need be.
On Lucifer's island, his home has some of the most human-like demons and the genuinely breathtaking incubi and succubi around. It's said to be a real treat to be able to visit! It's just not an invitation he extends to everyone
